Peacekeeper Armour

The reason why Heaven needs an extra amount of security is that many of Heaven's inhabitants had to go to the war when it resumed again after a long break. Heaven had lost a great part of its inhabitants in the previous part of the war, and hadn't completely recovered from the losses yet. As a result, when Hell stroke back, it needed extra forces to fight for and protect the city. For the first time, most demons were allowed into Heaven once again, filling its many empty districts with new inhabitants, and its battlefields with new soldiers.

Heaven has always had a racist attitude towards the demons. While not bad at their core, they believed that they were a bad omen, that they would bring terror and chaos to the city. As a reaction, the city's internal guard was expanded. The guard was very intolerant, and would harshly punish even the most minor of crimes a demon would commit. 

This continued for a while, but eventually, a new organization came into existence within Heaven with its objective to maintain peace within Heaven without using violence and unreasonable measures. They became the Peacekeeper movement, originally only angels could join, but eventually demons were allowed in its ranks as well due to shortage of interested people. 

Peacekeepers get a training which looks like a guard's training, though they are far more intensive on defending themselves than on learning how to fight. They also get a course on law and reasoning. They work under strict rules, as it is seen as an honour position. There is one rule they cannot disobey, no matter what, saying that they cannot use physical harm to fight others. Their bodies are covered in heavy armour not only to show Heaven's might, but also to assist the wearers with taking heavy blows from people who won't just accept a talk as a reason not to beat up people.

Over the course of the years, the Peacekeepers have gained a status of not only guards, but friendly assistants of the people as well. They can be asked for help with certain things, and are often happy to give help where they see fit.

The black dots on the chestplate of the uniform a demon wears is still a remainder from when demons were just allowed to become Peacekeepers, but still required a marking of some sort. In case the red skin, til and horns weren't obvious enough.
